In 2017, belap undertook a Playing Pitch Strategy for North Devon and Torridge. One of the key facility developments arising from this was the installation of a full size 3G artificial grass pitch (AGP) at the Tarka Leisure Centre in Barnstaple. belap was commissioned in late 2023 to update this Strategy because of evolving sports participation patterns post-Covid 19, the impact of the new 3G AGP, the urgent need to address the condition of the area’s only publicly accessible hockey pitch, and the requirement to align with updated population projections for new Local Plans.
Working closely with the Steering Group, we undertook a review which involved widespread stakeholder engagement and a reassessment of key supply and demand data.
An important outcome of the initial review was the identification of significant discrepancies arising from changes in population projections and team growth estimates since the original study. This demonstrated the critical importance of up-to-date evidence and ultimately led to a much fuller review of the original PPS.
This project highlights belap's ability to provide advice and support on the process of keeping assessments of need up-to-date and our commitment to ensuring that recommendations are based on the most accurate and current data available.
"Torridge and North Devon updated their Playing Pitch Strategy (PPS) to identify strategic projects and maximise funding opportunities, particularly through S106 housing development contributions.
belap, having authored the original strategy and possessing strong local knowledge, were the ideal choice to lead the update. The Council had full confidence in belap's expertise and commitment throughout the process.
Despite the complexities of working with a wide range of partners, belap remained professional, responsive, and focused. They delivered exactly what was needed—on time and to a high standard—ensuring the strategy aligned with community needs and funding priorities."
